Manager, Public Policy

Mahwash is a Manager at The Quantum Hub, where she co-leads engagements at the intersection of technology, law and public policy. Her work focuses on the digital economy, including e-commerce, telecom, artificial intelligence, data governance and platform regulation, in addition to emerging issues in the mobility sector.

She is a law graduate from Symbiosis Law School, Pune. She previously worked as an attorney at Lakshmikumaran & Sridharan, a leading tier-1 law firm, where she spent over six years handling litigation, advisory and advocacy matters. Her practice involved representing clients across tribunals and High Courts on issues of indirect taxation and constitutional law, including complex disputes involving statutory interpretation, regulatory challenges and questions of legislative competence. Driven by a deep interest in the interface of law and public policy, Mahwash further strengthened her academic training through the Policy in Action Program with Young Leaders for Active Citizenship (YLAC) and the Graduate Certificate Program in Public Policy from the Takshashila Institution. She has also authored articles and opinion pieces on issues of antitrust, digital markets and public policy.

At TQH, Mahwash has developed deep expertise in e-commerce and digital trade policy, working extensively on regulatory barriers impacting cross-border e-commerce and platform governance. Her work has also involved unpacking and shaping positions on issues such as foreign trade and investment, consumer protection and content regulation. In parallel, she has developed a deep understanding of sectors such as telecom and mobility. Her role involves close engagement with government stakeholders, regulators, and industry bodies, particularly across key policy ecosystems in Delhi and Karnataka.

Mahwash is particularly interested in advancing policy approaches that balance innovation in emerging technologies with considerations of safety and user protection. During her free time, she engages in art and craft, reading, and baking.
