Devika Oberai

Senior Analyst, Public Policy

Devika is a Senior Analyst at TQH, where she works on research and advocacy, with a portfolio spanning women’s economic empowerment, gender-based tech-facilitated violence, disability rights, and skilling, labour and migration in India.

Previously, she worked at IDinsight, where she facilitated large-scale process evaluations (including designing theories of change, collecting data, and analysing findings),  and supported the Capacity Building Commission (under Mission Karmayogi) on measurement design, content quality review, performance tracking, and policy workstreams. Before that, she worked as a researcher with SEWA, where she coordinated projects on social protection, health, and gender-based violence for women working in the informal economy. Her writing has appeared in several publications such as the Hindu Business Line, HT Mint, Indiaspend, etc.

Devika holds a bachelor’s degree in psychology from Delhi University and an MSc in Policy Evaluation from the University of Oxford. Her master’s thesis used a qualitative evidence synthesis to understand how cash-transfer programs in the Global South can become more gender-responsive in their design.
